Warnings continued against the growing offensive in Rafah, considered the last refuge in Gaza for more than a million civilians as well as Hamas' last stronghold. The two towns near Gaza's northern border with Israel were heavily bombed in the opening days of the war. Israel has now evacuated the eastern third of Rafah, and Hagari said dozens of militants had been killed there as "targeted operations continued." Israeli troops have captured the Gaza side of the Rafah crossing, forcing it to shut down. An Israeli tank brigade seized control Tuesday of the Gaza Strip side of the Rafah border crossing with Egypt, authorities said, moving forward with an offensive in the southern city even as cease-fire negotiations with Hamas remain on a knife's edge. The Israeli 401st Brigade entered the Rafah crossing early Tuesday morning, the Israeli military said, taking "operational control" of the crucial crossing. Footage released by the Israeli military showed a tank entering the crossing. Ukraine's campaign of attacks against Russian oil refineries is demonstrating how relatively cheap drones that utilize artificial intelligence could pose a major threat to global energy markets. Ukraine-launched drones have hit 18 Russian oil refineries this year with a combined capacity of 3.9 million barrels per day, according to report published by JPMorgan earlier this month. Some 670,000 bpd of Russian refining capacity is currently offline due to the strikes, according to the bank. "Certainly, those attacks could have a knock-on effect in terms of the global energy situation," Austin told the Senate Armed Services Committee. The deployment of AI drones also has broader implications for global energy markets, according to Bob Brackett, a senior research analyst at Bernstein.

Several journalists, including a CNN stringer, were injured in the attack on April 12. CNN footage shows a few other injured people brought into the hospital, including a number of journalists. Smoke billows after Israeli bombardment in central Gaza City on March 18, 2024, amid the ongoing battles between Israel and the militant group Hamas. "There is no change in the position of the occupation and therefore, there is nothing new in the Cairo talks," the Hamas official, who asked not to be named, told Reuters. In Jerusalem at the weekend, Israeli Foreign Minister Israel Katz described the Cairo talks as the closest the sides have come to a deal since a November truce under which Hamas freed dozens of hostages. Of those, 129 hostages remain, and negotiators have spoken of around 40 going free in the first stage of a prospective deal with Hamas. Two Egyptian security sources and Al-Qahera News said progress had been made in the Cairo talks.

CNN —Israeli military forces have withdrawn from Gaza’s largest hospital, Al-Shifa, after a 14-day siege that witnesses and Gazan authorities say left the medical facility largely destroyed. “There are bodies buried in the hospital yards.”Images from the area showed widespread destruction with charred and pockmarked buildings inside the complex. More than 30 wounded people were transported from Al-Shifa to the Al-Ahli Baptist Hospital east of Gaza City, Bassal said. Last week, residents of the area around Al-Shifa told CNN there was heavy firing in the vicinity. The noise is eerily reminiscent of Russian drone strikes on Ukraine, but this episode was recorded closer to Moscow than to Kyiv. As the object comes closer, it becomes clear: This is a Ukrainian drone, flying over Russian territory. Seconds later, the drone dives from the sky, smashing into a pipe-covered tower at a Russian oil refinery, exploding on impact. The strike on March 13, one of several on this facility alone, was part of a concerted Ukrainian effort to target Russian oil refineries with long-range drones. Ukrainian drones like these are now equipped with a basic form of Artificial Intelligence, according to a source close to Ukraine’s drone program.

CNN —There are “reasonable grounds” to believe Israel is “committing the crime of genocide against the Palestinians as a group in Gaza,” the United Nations’ Special Rapporteur on human rights in the Palestinian territories has said. Francesca Albanese made the remarks Wednesday following the submission of her latest report called “Anatomy of a Genocide” to the UN Human Rights Council in Geneva on Monday. Speaking at a press conference, Albanese said: “Israel has committed three acts of genocide with a requisite intent: killing members of the group, causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”Israel said it “utterly rejects” the report, which it said “brings shame” on the Human Rights Council. It is “no surprise, that the premise of this report is that the creation of the Jewish State in 1948 was an act of ‘settler colonialism,’ and genocide is an ‘inherent part’ of that act,” the Permanent Mission of Israel to the United Nations in Geneva said in a statement on X on Monday. Israel’s diplomatic mission in Geneva in its response also said, “the very attempt to level the charge of genocide against Israel is an outrageous distortion of the Genocide Convention.”“Israel’s war is against Hamas, not against Palestinian civilians,” it added.

Israeli Prime Minister Benjamin Netanyahu had warned prior to the vote that the delegation's visit would be pulled, if Washington did not veto the motion. "The U.S. declining to protect Israel from a resolution it passionately objects to by not providing a veto is an extraordinary thing." An Israeli military operation is a distinct possibility.”The leadership of Hezbollah, a powerful Iran-backed paramilitary group, has expressed support for Palestinians and condemned Israel’s offensive in Gaza. She is a weekly opinion contributor to CNN, a contributing columnist to The Washington Post and a columnist for World Politics Review. Rafah encapsulates the perverse genius of the Hamas strategy, and the unwinnable moral dilemmas it created with the war it deliberately provoked. The crux of the matter remains how to make Hamas relinquish power in Gaza. If Hamas leaders leave, surrender, or lay down their arms, the war could end. Hamas leaders vow that massacres like they committed on October 7 will happen “again and again,” that Israel cannot be allowed to exist.
